About the 2025 Conference
The 9th Annual Summer Conference on Election Science, Reform, and Administration (ESRA) will take place from Monday, June 9 through Wednesday, June 11 2025 at Florida State University in Tallahassee, Florida.

2025 Host Committee
Lonna Atkeson
Lonna Atkeson is the director of the LeRoy Collins Institute, a nonpartisan, statewide policy think tank that uses applied social science to understand and provide solutions to state and national problems. Her research focuses on elections, political behavior, public opinion, and public policy.
Brooke Beazer
Brooke Beazer serves as Deputy Director of the LeRoy Collins Institute, where she works closely with the Director to advance the organization's mission. Prior to joining the Institute, Brooke founded and led TGN, an advocacy organization dedicated to inclusive education.
2025 Program Committee
Joseph Coll
Joseph A. Coll is Assistant Professor of Political Science at Texas Tech University. His research examines election policies, specifically public opinion towards election policies and how election policies affect political behavior and public opinion. Joseph’s recent academic works include examinations of the differential effect of election policies on voter fraud beliefs and voter confidence between Black and white Americans, the racial threat foundations of support for voter qualifications, and how election access and election administration interact to shape voter turnout.
Mark Earley
Mark Earley has been working in the elections field for over 30 years, the past eight as the elected Supervisor of Elections of Leon County, Florida. In addition to his elected office, Mark is an active member of the Florida Supervisors of Elections, Inc., having served as its President, and currently serving as the Vice-Chair of FSE’s Cybersecurity Committee and as a member of its Legislative Fast Response Team. At the federal level, Mark serves on the Executive Committees of both the Elections Infrastructure Information Sharing and Analysis Center (EI-ISAC) and the Local Leadership Council of the U.S. Election Assistance Commission (EAC). He also serves on the Bipartisan Policy Center’s Task Force on Elections and is a representative of the Election Center on the USPS Mailers’ Technical Advisory Committee.
Yimeng Li
Yimeng Li is a postdoctoral researcher at the Leroy Collins Institute at Florida State University. His research focuses on American politics and quantitative methods. His research in election administration includes voting by mail, provisional ballots, voter confidence, and voting technology. He received his M.Sc. with Distinction from the London School of Economics and Political Science and Ph.D. from the California Institute of Technology.
Anita Manion
Dr. Anita Manion is an Assistant Professor in Political Science and affiliate faculty in gender studies at the University of Missouri-St. Louis. Anita’s research focuses on the impact of policy on issues of equity, particularly in areas of elections, education policy, and local government. Anita’s work has been recognized the Junior Faculty Investigator of the Year Award, Chancellor’s Award for Excellence in Teaching, the Excellence in Civic Engagement Award, the Excellence in Collaborative Research Award, and the Women’s Trailblazer Award.
